Do I have to declare the property in my home country?
Probably yes. Many countries, such as the United States, Canada, Spain, France, Italy and Germany, require you to report foreign assets or income. The obligation depends on your tax residency, not on the Dominican Republic. Consult a tax adviser in your country before buying, especially if you plan to rent the property out.
