Is it better to buy off-plan or a finished property?
It depends on your goal. Off-plan you buy at launch price and pay in installments during construction, so it usually suits buyers looking for appreciation. A finished property costs more, but you see exactly what you buy and can rent it or live in it right away. If you need income soon, buy finished; if you can wait, off-plan.
